Latvian Scholarships for studies in Latvian Higher Education Institutions 

In accordance with bilateral agreements on co-operation in education and science, the State Education Development Agency (Valsts izglītības attīstības aģentūra – VIAA) offers scholarships to students, researchers and teaching staff of several countries for studies in Latvian higher education institutions (HEIs).

Only citizens from countries which have signed an agreement on co-operation in education and science can apply for the Latvian government scholarships. 

Citizens from countries that offer scholarships for Latvian students, researchers and teaching staff without formal agreements on co-operation in education and science are eligible for the Latvian scholarship as well.

Entrance requirements

International  applicants for studies at LASE must:

  • have at least secondary education;
  • corresponding knowledge of Latvian or English: the document issued in last five years by an international testing institution (IELTS, TOEFL, CEFR) attesting the English languange skill on at least B2 level;
  • be at least 18 years old;
  • pass written exam in Social Science (exam on general knowledge about sport and health), except applying for Master or Doctoral programme;
  • on-line video interview.

For citizens of European Union, European Economic Area States and the Swiss Confederation

A student has to apply for the registration certificate in person at the Office of Citizenship and Migration Affairs in Riga (Ciekurkalna 1. Linija 3; ) within 90 days as of the first day of entry, if a Union citizen resides in the Republic of Latvia for longer than 90 days counting from the first day of entry. A registration certificate will be issued to a Union citizen without delay after submission of all necessary application documents.

A Union citizen will be entitled to receive a registration certificate if he or she acquires his or her education in an accredited educational establishment in the Republic of Latvia and he or she has a sufficient level of subsistence to avoid becoming a burden on the social assistance system and a valid European Health Insurance Card, a statement issued by a European Union Member State or European Economic Area State that the person in the Republic of Latvia is entitled to receive medical assistance in the amount guaranteed by the State or a health insurance policy.

To request a registration certificate the Union citizen has to present a valid travel document and submit the following:

1) Application form (will be available at the Office of Citizenship and Migration);
2) Study agreement;
3) Health insurance;
4) Bank account statement confirming sufficient level of subsistence, which shall be a monthly income that is greater than 50% of the minimum wage (200 LVL in year 2012).

This guide is intended for you – the students, who live outside the European Union and plan to study in Latvia or have already arrived and need answers to the questions regarding studies and living in Latvia.

This guide was created with enthusiastic assistance of 38 international students who were studying in Latvia in 2009, it was advised by the representatives of universities, state institutions and NGOs. The idea was supported by the European Union and the Republic of Latvia within the project “Compass for Living in Latvia for Students – Third-country Nationals”, and it was implemented by us: association “Workshop of Solutions”.
